WPS Arrest Highlights: Prolific Retail Theft Suspect in Custody After String of Incidents, Including Sargent Avenue
As a business community, we know that repeat property crime directly hurts our bottom line and creates ongoing safety concerns. We have an important update from the Winnipeg Police Service regarding the arrest of a suspect linked to numerous theft incidents across the city.
On December 5, 2025, Winnipeg Police arrested Priscilla Anne ROSS, (57), who was initially apprehended during a theft attempt in the 1400 block of Portage Avenue.
Investigators with the Property Crime Unit determined the suspect was connected to an ongoing investigation involving a string of prior retail thefts, totaling 17 separate incidents between August 7 and December 5, 2025.
Key Impact on Local Businesses:
The total loss incurred by retailers across all incidents is estimated at over $4,000.
The suspect was linked to a theft on September 4 at a retail store in the 600 block of Sargent Avenue.
The suspect has been formally charged with Theft Under $5,000, as well as four additional warrants consisting of 14 additional Theft Under $5,000 charges. She was detained in custody.
